Dr Joe Bailey began his professional career in 1953 in Johannesburg, South Africa. He joined a fundamental church to become useful as a tool in the ministry and to gain first hand experience in every level, aspect and phase of life, especially in the areas pertaining to the ecclesiastical world. Serving as a youth pastor and in the Sunday school departments, it soon became obvious and apparent that he would be a leader in different fields of activity.

Dr Bailey relocated permanently to the USA in 1993 and has since been active with missions and church planting in the Dallas, Texas area, and is presently and Associate Minister of the Rockwall Christian Church, Rockwall, Texas, and principal of Bailey Bible School, International.

Studies followed with various Institutions, ultimately culminating in the acquisition of several Diplomas, Degrees, and Honorary Fraternities. Theological Degrees from Federal Theological Seminary, Golden State University and various Divinitatis Workshops were awarded in due course. PhD and meritorious award from Honolulu University.

Five churches were successfully shepherded and great success attained in the ministry of teaching, preaching and general Church Development.

In 1969, he was appointed as President of the Pentecostal Evangelical Church of South Africa with some 300 Missionaries under his direction and supervision. Dr. Bailey serves on several councils, committees and is also a Clinical Counselor.

Austin Laymen's Bible Institute Austin, Texas, was founded and incorporated in the church as a result of the teaching and related activities of Bailey Ministry, and Institute that produced excellent Teachers and activists of the Bible.
